"Maltese Citizenship for Exceptional Services through Direct Investment"
In late 2020, Government of Malta has introduced “Citizenship for Exceptional Services through Direct Investment” regulations in accordance with article 10 (9) of the Maltese Citizenship Act. The Regulations are published at the Official Gazette on November 20, 2020 with Legal Notice 437 of 2020 <Legal Notice 437 of 2020 Granting of Citizenship for Exceptional Services Regulations, 2020>
Applications will be administered by “Community Malta Agency (CMA)”
Investment requirements to qualify under the “Malta Citizenship for Exceptional Services through Direct Investment”?
Maltese citizenship through exceptional direct investment can be obtained after certain residency period and satisfying 3 eligibility requirements; financial contribution to National Development and Social Fund (NDSF), real estate and philanthropic donation.
Contribution Requirement (NDSF)
There are two investment options to qualify for Maltese citizenship under exceptional direct investment;
a) A direct investment of minimum 600,000 EUR in the economic and social development in the Republic of Malta with a proof of residence in Malta for a period of minimum 36 months;
b) An exceptional direct investment of minimum 750,000 EUR in the economic and social development in the Republic of Malta with a proof of residence in Malta for a period of minimum 12 months
There is also 50,000 EUR contribution required for each family member (spouse, qualified dependant children, parents, grandparents) in the application.
Real Estate Requirement
The program requires an applicant to either purchase or lease an immovable residential property in Malta;
a) to purchase a property in Malta having a minimum value of €700,000 OR;
b) to take on a lease of a residential immovable property in Malta for a minimum annual rent of €16,000,
The property shall be adequate and suitable for the applicant and dependants, for a minimum period of five (5) years from the date of issue of the certificate of citizenship.
Donation Requirement
“Maltese Citizenship through Exceptional Investment” program requires the applicant to make a donation, prior to the issue of the certificate of naturalisation, a minimum of €10,000 to a registered philanthropic, cultural, sport, scientific, animal welfare or artistic non governmental organisation or society.
